			<content:encoded><![CDATA[<p>RIM Professionals Australasia are pleased to announce that they have re-launched the IQ Article Archive in the Members Only area of their website.  The Article archive holds PDF copies of more than 550 articles representing every issue of IQ spanning its 29 years and will continue to be updated with each issues release.  The articles, which are listed in chronological order from the most recent to the oldest, have been divided into seven main categories as follows:</p>

<p>This re-launch represents the completion of Phase 1 of the Association’s IQ Article Archive project which took more than six months to complete.  In Phase 2 the Association will investigate including a search engine into the Archive.   The IQ Article Archive will particularly assist students and researchers, as well as any other interested members of RIM Professionals Australasia. </p>

<p>Incompetent record keeping is depriving thousands of Victorians of life-changing information, but the Department of Human Services has &#8221;a profound conflict of interest&#8221; because fixing the problem would allow a rush of lawsuits, a parliamentary inquiry was told on Friday.</p>
<p>Some 90 per cent of DHS records are not properly managed, and the increasing amount of electronic data is making the problem worse, the Victorian inquiry into how the churches have handled sex abuse heard.</p>
<p>Debbie Prout of the Records and Information Management Professionals of Australasia said by law the department had to ensure records were accessible and discoverable, but the more it did the higher the chance of lawsuits would be.</p>
<p>She said she was concerned that records pertaining to abuse would be destroyed. Non-government agencies, including churches, faced the same conflict.</p>
<p>In other evidence, child protection expert Bernie Geary said that exempting parents from working-with-children checks was &#8221;ridiculous&#8221;. He said the Department of Justice should carry out spot checks, and that it must be a crime for priests not to report suspected child abuse, even if they learned of it through the confessional.</p>
<p>Ms Prout said the record deficit particularly impacted on the most vulnerable, such as former wards of state, who could not find out information such as surviving relatives or material they could use in seeking compensation.</p>
<p>She said Ombudsman and Auditor-General&#8217;s reports showed that record-keeping compliance breaches were &#8221;prolific, recurring and have high risk implications&#8221;.</p>
<p>&#8221;There is no agency monitoring, no agency compliance reporting, no defined community complaints process, and the penalties for destruction are woeful.&#8221;</p>
<p>Ms Prout said the move from entirely paper files made the problem worse, as electronic data such as emails might be stored in many different places.</p>
<p>Mr Geary, chief commissioner of the new Commission for Children and Young People, said more than 1300 people had been denied working-with-children checks after investigation through the Department of Justice. &#8221;That&#8217;s 1300 people with a relevant criminal history who wanted to work with children. When the checks were introduced in 2005 I felt it was hitting an ant with a sledgehammer, but I have changed my mind.&#8221;</p>
<p>He said parents who acted as volunteers, for example as sports coaches, with their own children were not necessarily suitable. Predators often sought to work with the peers of their own children and had regular, direct and unsupervised access &#8211; &#8221;the three key factors&#8221;.</p>
<p>He said no one followed up working-with-children checks at present, but it should be done by the Department of Justice, which should also carry out spot checks on the 600 children in state-run residential care.<br />

			<content:encoded><![CDATA[<p>Following the recent election, Debbie Maggs ARIM has been elected President of the Victorian Local Government Chapter.</p>
<p>We would like to congratulate Debbie on her appointment.</p>
<p>For those of you who haven&#8217;t met Debbie, here is some information she supplied about herself:</p>
<p><em>My name is Debbie Maggs and I have been working in the Records Management industry for 25 plus years.  Like many veterans of the Records Management industry, I started in the 100% paper environment, worked through the introduction of computers in the workforce and dealt with the migration of records into EDRMS systems.  </em></p>
<p><em>During the past 12 years in my role as an archivist with both the City of Whittlesea and Yarra Ranges, I formed and ran two working groups to revise the GDA for Local Government, created and maintained the GDA Mailing list and the LGC GDA A-Z sentencing guide.</em></p>
<p><em>During the last 13 years on the Victorian Branch I have held the position of Victorian Branch secretary for a short period of time and have been the RIMPA Victorian Local Government Chapter secretary for the past 10 years.</em></p>
<p><em>When I first joined the Victorian Local Government Chapter, we ran very small meetings in various inner Melbourne council venues and over the past 12 years, Debbie Prout and I have recreated these meetings and have accomplished the following:</em></p>
<ul>
<li><em>Hold a minimum of four meetings a year which include two regional ones</em></li>
<li><em>Average attendance now around 25 plus</em></li>
<li><em>Through the exchange and sharing of working practices, polices procedures etc, councils are now working in the same space</em></li>
<li><em>Created and maintain the LGC Mailing list </em></li>
<li><em>Created and maintain the LGC GDA A-Z sentencing guide</em></li>
<li><em>Both won the Victorian Branch Individual Achievement Award in 2010 and 2012.</em></li>
</ul>
<p><em>As the Local Government Chapter President I would like to expand our meetings to include workshops and allocate a hour to give our members the opportunity to give presentations on case scenarios or something they are currently working on etc.</em></p>
<p><em>I believe and support the notion that Local Government Chapter meetings should be a tool where members can come together to learn and share information.</em></p>

			<content:encoded><![CDATA[<p>A core objective of the Records Information Management Professionals Australasia is to promote recordkeeping and information management as a profession, whilst developing and enhancing excellence through education and continuing personal development in all disciplines of information management</p>
<p> The corner stone of this objective is education and the personal development of its membership. Members are encouraged to enhance their “skills” through achievement of accredited qualifications and attendance at vocational training opportunities as a supplement to “life skills” to increase their value to current or future employers.</p>
<p> To underpin this strategy, the NZ Branch Council committed to the provision of a Records &amp; Information Management (RIM) Scholarship as a proactive action to promote and support the future of recordkeeping on a yearly basis.</p>
<p>The scholarship has two main motivations, firstly to support new or current members to achieve higher qualifications and professional membership for their personal development. The second motivation is to promote RIM as a legitimate “<em>career of choice</em>” to school leavers who are undecided on their future rather than something that people “fall into”.</p>
<p>Each New Year brings in the opportunity to set new goals, dreams and aspirations.  The New Zealand Branch’s own scholarship gives a member the support to fulfil their goals of entering the profession, further enhancing their career opportunities or achieving higher membership through academic qualifications.</p>
<h6> Is this for you?</h6>
<p> The scholarship, now in its fourth year was a goal of the NZ Branch Council’s to add value to our members and demonstrate its commitment to continuing professional development in support of the Board’s Education Strategy. </p>
<p>Many of our branches have similar types of scholarship successfully operating for many years, assisting members to achieve their educational goals. It is a great achievement that the Branch is able to sustain the financial support of the scholarship through the proceeds of its vocational seminar calendar through the year.</p>
<p> The scholarship is represented as financial support for course fees and books up to the value of $2000. Depending on the value of applications received, more than one scholarship may be provided in a single year.</p>
<p> Records &amp; Information Management Professionals Australasia are calling for applications for financial assistance to study in RIM disciplines for the 3 semesters of 2013 – separate applications are required for future years.</p>

			<content:encoded><![CDATA[<p>Due to the resignation of Ally Kearney from the position of President on the Victorian Local Government Chapter we are asking any interested Victorian professional members to nominate for the position.  This position will run from election date until 30 June 2014.  You do not currently have to be on branch council or the local government chapter to nominate or be nominated.</p>
<p>Attached is the nomination form.  You must be a financial, professional member to nominate or be nominated.  If you need assistance in locating a fellow professional member to nominate you, please feel free to contact me.  Nominations are due by COB on 6 March 2013.</p>
<p>If we receive more than one valid nomination for the position, an election will be held.</p>
