Each Australian jurisdiction has FOI/RTI legislation providing for information access rights. A universal government agency problem is how to deal with “vexatious” applicants. Such applicants can arise when they lodge multiple lengthy, frequent and complex access requests, right through to invariably challenging decisions at all available stages all the way to external review by a Tribunal, Commissioner or Ombudsman.
