2023–24 IMMAP Results Released: Spotlight on Information and Data Maturity in Victorian Government

The latest results from the Information Management Maturity Assessment Program (IMMAP) have been released, highlighting ongoing challenges and areas for development in government information and data practices across Victoria.

Conducted biennially, IMMAP assesses the maturity of information and data management across inner budget organisations. In the 2023–24 cycle, 11 agencies participated, responding to 40 questions spanning key areas including governance, lifecycle management, business systems, and data integrity.

A key finding from this round: overall maturity levels have remained stagnant at Level 2 – Aware, consistent with results from the past decade. Contributing factors include machinery of government changes, under-resourced programs, inconsistent practices, and a lack of sector-wide understanding of the importance of effective information and data management.

What the Report Reveals

The report is divided into three parts:

  • Part One: Consolidated results, methodology, and context

  • Part Two: Detailed responses to information management questions

  • Part Three: Detailed responses to data management questions

While privacy, security, accessibility, and data sharing reached a higher maturity level (Level 3 – Formative), the broader picture remains concerning. Agencies with well-supported programs—backed by skilled staff, executive buy-in, and sufficient funding—showed signs of improvement.

Key Recommendations

To lift sector maturity, the report outlines five critical recommendations:

  1. Align staffing and expertise with organisational size and complexity

  2. Provide appropriate tools and resources for program delivery

  3. Integrate IM and data management into organisational governance

  4. Ensure executive-level champions for best practice

  5. Address complex areas as part of ongoing improvement efforts

The findings reinforce the need for stronger investment and leadership in information and data management to drive efficiency, mitigate risk, and build community trust in government services.
